Developer seeks 168 homes for Lake Merrywater

LUTZ: A zoning hearing master on Monday will take up a developer's request to build n upscale lakefront community on 226 acres of farmland nestled between Van Dyke and Crenshaw Lake roads.

Taylor Woodrow Inc. wants to build a 168-home subdivision surrounding the 25-acre Lake Merrywater. Plans call for large-lot homes with backyard guesthouses and a neighborhood lake dock.

Planners are endorsing the request and recommend the development reflect the area's rural character. (Petition 04-0567)

These applications are also scheduled for Monday's ZHM hearing:

CARROLLWOOD: Developers want to add a business and trade school to an office plaza at the southeast corner of Busch Boulevard and Himes Avenue. The applicant seeks to use 85,400 square feet in the existing Buschwood building for the educational facility. (Petition 04-0564)

CARROLLWOOD: The Salvation Army wants to develop a 12.6-acre plot at the west end of Lake Ellen Lane with 28 homes. Staff from the county's Planning Commission and Planning and Growth Management Department are recommending approval of the request. (Petition 04-0279)

CITRUS PARK: Planners are not supporting a rezoning proposal that would allow 30,000 square feet of commercial space and four homes on 7.5 acres off Sheldon Road, north of Citrus Park Drive. Planning Commission staff said the commercial project would conflict with the residential development along the west side of Sheldon. (Petition 03-1582)

These petitions are scheduled for Tuesday's zoning hearing: CITRUS PARK: A development company wants to double the size of a 6,000-square-foot retail project planned for 1.2 acres on Citrus Park Drive. (Petition 04-0402)

CITRUS PARK: "Extraordinary circumstances" must exist for a zoning hearing master to allow MTN Partners to postpone discussion on a proposed 17,850-square-foot one-story retail building on Ehrlich Road, west of Berkford Road. The company wants to reschedule the petition for the June 15 meeting so it can address wetland issues. A zoning hearing master will decide whether to hear or postpone the application at Tuesday's hearing. (Petition 04-0368)

The following applications will likely be rescheduled for the May 25 zoning hearing:

CARROLLWOOD: Kevin Bynum of Hamilton Engineering is proposing a 7,000-square-foot office-warehouse facility at Gunn Highway and Hubert Avenue. (Petition 04-0464)

LAKE MAGDALENE: A Michigan company wants to build a Walgreens pharmacy and remodel an existing McNatt's dry cleaning business at the southeast corner of Fletcher Avenue and North Boulevard. (Petition 04-0560)

LUTZ: Developers are proposing a 10,800-square-foot retail plaza and 3,600-square-foot office building at the south corner of Guisando de Avila. (Petition 04-0561)

County commissioners will vote on these petitions at their land-use hearing on Tuesday: LUTZ: Cheval Golf and Country Club is expected to present its proposal to add 42 homes to the community off Dale Mabry Highway. The application received a recommendation of denial from a zoning hearing master because of "too many unresolved issues surrounding the proposed rezoning." (Petition 03-1125)

TOWN 'N COUNTRY: A 41-home subdivision and 7,000-square-foot neighborhood store are proposed for 19 acres off Waters Avenue. Developers also plan to expand an existing church on the property, west of J.R. Manor Drive. (Petition 04-0404)

UNIVERSITY NORTH: Developers need permission to build 81 apartments on 4.1 acres off 15th Street, north of 127th Avenue. The project, if approved, would be built in conjunction with the redevelopment of the St. James apartment complex next door. (Petition 04-0534)

UNIVERSITY NORTH: Drive-through restaurants could be headed for the northeast corner of Bearss Avenue and 30th Street. (Petition 04-0282)

TOWN 'N COUNTRY: The county's real estate department hopes commissioners will approve a plan that will bring a town center at Paula and Ambassador drives. The project would include a 30,000-square-foot library, 10,000-square-foot Head Start facility, 20,000-square-foot senior center and redeveloped park on the 7.7-acre property. (Petition 04-0396)

LUTZ: Sona Consulting wants to remove 5.25 acres from an approved 26-acre planned development off U.S. 41 south of County Line Road and build five homes on the smaller parcel. (Petitions 04-0527 and 04-0667)

These two applicants want a continuance to the May 11 land-use meeting:

KEYSTONE: Amprop Development Corp. seeks to develop more retail space within a 220-acre mixed-use project on Race Track Road, south of Nine Eagles Drive. (Petition 04-0720)

CARROLLWOOD: Wal-Mart on N Dale Mabry Highway and Bearss Avenue says it still needs more time before it can present plans for an expanded garden center. (Petition 03-0344)

The following petitions were recently submitted to the county:

TOWN 'N COUNTRY: People searching for a new home near Hillsborough Avenue and Sheldon Road may soon have another development to choose from.

Townhomes on Theresa Street is proposed for 3 acres on the road's east side, east of Jackson Springs Road. Plans call for 40 units on the property now zoned for single-family homes. Developers say if the board approves the plan, construction on the project would likely begin within six months. A zoning hearing will likely be heard by a zoning hearing master July 12. (Petition 04-0972)

TOWN 'N COUNTRY: Jason Lesser, the owner of 2.2 acres off Sheldon Road, wants to build offices rather than homes on the property. A planning company representing Lesser says high traffic and the future widening of Sheldon Road make residential development on the small parcel unsuitable. It instead proposes two 6,000-square-foot buildings for medical offices on the property. The application is scheduled to go before a zoning hearing master on July 12. (Petition 04-0970)

NORTHDALE: Allen Berube, the owner of Monstah Lobstah, plans to offer a full bar at his 150-seat seafood restaurant under construction on N Dale Mabry Highway. But first he needs a special liquor permit because the 4,000-square-foot facility south of Northdale Boulevard is within 150 feet of condominiums. That's too close, according to county codes. The wet zoning request will go before a land-use hearing officer on June. 4. (Petition 04-0950)

ODESSA: Valerie Gardner wants some peace and quiet at her home on Gunn Highway. So she's asking the county for permission to erect an 8-foot-high wall along her property south of Jana Drive to help block out noise from traffic. "Noise on Gunn Highway has increased to the point it is a nuisance," she said in her application. Gardner seeks a variance that would allow her to place a fence 2 feet higher than county codes permit on a scenic road. (Petition 04-0924)
